摘　　要：报告从技术、制度、人三个层次深入探讨，对调研所得进行了 归纳，提供人们一些普 遍的经验和共同问题，特别提示：管理体制和管理思想的任何一个小的转变都可以引起这个 领域内的惊涛骇浪；而体制层和思想层的转变如果无视业务层的工作基础的话，往往收不到预期的效果。This report sums up what the investigation h as got by deeply explorin g technique, system and personnel. It points out specially that any small change s in system and thought of management may arouse terrifying waves in the field; and if the change in level of system and thought ignores the work basis in busin ess level, the prospected result can not be obtained.
