林地认定不确定性对林地保护管理的影响分析

摘　　要：林地认定依据和标准不同、工作成果、技术更新等均可能产生林地认定的不确定性。文中分析了林地认定不确定对林地保护管理的主要影响,包括对林地林权保护管理、林地转为建设用地审核审批管理、林地实行总量控制和定额管理、实施林地管理法律法规等几方面的影响,提出了从顶层设计到基层管理对解决林地认定不确定性的对策和建议。The uncertainty of forestland identification may be caused by different standards, criterion, working results and technological update. This paper analyzed the effects of uncertainty of forestland iden- tification on the protection and management of forest from the protection of forest lands and forest rights, the approval management of forestland to construction, the total quantity control and quota management of forestland, the laws and regulations of management, as well as put forward countermeasures on forestland identification from top -level design to lower management.
