摘 要:我国集体林权制度改革进入了以所有权、承包权和经营权——“三权分离”为核心内容的全面深化和发展阶段。2018年5月27-28日,财政部和国家林业和草原局经济发展研究中心在江苏省南京市召开了由具有广泛代表性,涵盖我国辽宁、四川、山东、河南、江西、福建、广西、浙江和湖南9个省(自治区)及其所属的18个县(市、区)林业和财政部门负责同志参加的“2018年度集体林权制度改革课题调研经验与成果交流座谈会”,座谈交流了各地开展集体林产权制度改革的最新动态。文章就会议交流座谈会的情况,对当前集体林产权制度主体改革和配套改革的发展现状、成果经验和出现的新的矛盾和问题进行梳理,分析并提出全面推进改革向纵深发展的政策建议。The Collective Forest Land Tenure Reform in China has entered the stage of comprehensive deepening and development with ownership, contracting rights, and operating rights—"separation of the three rights"as the core content. According to the"2018 Forestry Reform Research Experience and Results Exchange Symposium"held by Ministry of Finance and the former State Forestry Administration in Nanjing, Jiangsu Province, on May27-28,2018, attended by comrades in charge of forestry and finance in Liaoning, Sichuan, Shandong, Henan, Jiangxi, Zhejiang and Hunan 9 provinces and 18 counties(cities and districts)to which they belong, this article analyzed the main reform of Collective Forest Land Tenure Reform, particularly the status of development, outcome experience of the matching reform, new contradictions and problems in the reform process. This paper made a thorough analysis and put forward some policy suggestions for advancing the reform in an all-round way to the depth of development.
