摘 要:新时代为了推进国家治理体系和治理能力现代化,必须深化行政体制改革。由于利益关联,政府机构容易表现出对被监管对象的"溺爱"以及被利益集团"俘获"。大部制改革可以明确责任、减少冗员,但是由于权力集中和利益集中,也容易导致利益固化。改革必须考虑到利益集团的因素,防止出现管制俘获以及部门利益绑架社会福利。大部制不是机构越少越好,关键是要确保决策咨询机构和监督机构独立性,再造信息和资源传送流程,从而提高行政效率。实现这些改革目标,必须加强党的垂直领导,完善监察体制,此外,还可以通过培育社会中介、购买社会服务、提高内部竞争等手段实现这一目标。In order to promote the modernization of national governance system and governance capability,the administrative system reform must be deepened in the new era.Government regulatory agencies are likely to exhibit "coddle'to regulatory objects as well as "captured"by interest groups due to related interests.Super-Ministry Reform can determine responsibility clearly,and reduce redundancies,but due to the concentration of power and interests,interest groups can easily lead to cure. Reform must take into account the interests group factors,and prevent the regulatory from capturing and departmental interests harming social welfare.On Super-Ministry Reform,we should not adopt the less the better rule.The key issue is ensuring the independence of advisory and supervisory agencies,and the information and resource transfer process reengineering should be adopted based on cost and benefit analysis.To achieve these reform goals,we must strengthen the vertical leadership of the party and improve the monitoring system.We also can nurture social organizations,government services outsourcing, competition between government agencies and other means to achieve this target.
