摘　　要：我国政治实践中贯彻实行民主集中制,要求作决定经过集体讨论、集体决策,体现集思广益和集体领导的优势。但是,如何集体讨论、集体决策?这就涉及议事规则问题。议事规则在各种集体行为中都是基础性问题,主要涉及两方面:一是什么样的议题、经过什么样的程序才能进入决策议程;二是经过了上述程序进入决策议程之后,又通过什么样的程序才能作出决定或者不作出决定。在我们的政治实践中,尽管各个层级的决策体系中都有类似议事规则的相关规定,但是很多规定要么被束之高阁、难以得到落实,要么其本身可操作性不强。议事规则应当在基本体制规则框架内制定,在程序上体现参与各方的权利,并且权责对等。In China's political practice,the implementation of democratic centralism requires that decisions be made through collective discussion and collective decision-making so as to reflect the advantages of collective wisdom and collective leadership.However,how can we achieve collective discussion and make collective decisions?This involves the issue of the rules of procedure.The rules of procedure represent a fundamental issue in various collective behaviors,mainly involving two aspects :first,what kind of issues,what kind of procedures to be used to enter the decision-making agenda; second,after the above-mentioned procedures are completed for the next stage of decision-making agenda,what procedures should be followed to determine whether to make a decision or not to make a decision.In our political practice,although there are regulations similar to the rules of procedure in the decision-making system at all levels,many regulations are either put aside and difficult to implement,or not very operability.The rules of procedure shall be formulated within the framework of the basic institutional rules,which can embody the rights of the parties involved in the procedure,and the balance between rights and responsibilities.
