摘　　要：伴随着政府转型和社会力量有序发展,社会组织成为参与突发事件应急管理不可或缺的新生力量,其应急协同能力成为政府部门管理社会组织的一个关键问题。基于当前我国社会组织参与应急救援的现实情况、中国国情和社会组织本身的独特性,客观地分析了应急志愿服务组织功能及其影响因素,提出了应急志愿服务组织应急协同能力指标体系,建立了相应的评估模型,并以北京市应急志愿服务总队为研究实例进行了评估验证。研究结果为科学认识社会组织应急协同能力提供了一种理论方法和量化指标。With the transformation of the government and the orderly development of social forces,social organizations have become an indispensable new force in emergency management of emergencies.Their emergency coordination ability has become a key issue for government departments to manage social organizations.Based on the current situation of China's social organizations participating in emergency rescue,China's national conditions and the uniqueness of social organizations,we objectively analyzed the functions of emergency volunteer service organizations and their influencing factors,proposed an emergency volunteer service organization's emergency coordination capability index system,and established corresponding assessment model.The verification was conducted using Beijing Emergency Volunteer Service Corps as a research example.The research results provide a theoretical method and quantitative indicator for scientific understanding of the emergency coordination capabilities of social organizations.
