摘 要:基于京津冀、长三角和珠三角城市圈2013—2015年期间的面板数据,运用非期望产出SBM-DEA模型测算其在雾霾约束下和非雾霾约束下的绿色经济效率。研究结果表明,雾霾约束下三地区的绿色经济效率总体上呈现增长的变化趋势,珠三角地区年均绿色经济效率最高、长三角次之、京津冀最低。雾霾约束促使京津冀地区大多数城市绿色经济效率下降,而长三角和珠三角地区大部分城市效率上升。三地区PM2. 5和PM10的减排潜力依次下降,且京津冀和长三角地区的减霾重点在PM10上,而珠三角地区则在PM2. 5上。Based on the panel data during 2013-2015 of Jing-Jin-Ji,Yangtze River Delta and Pearl River Delta cities,this paper used the undesirable outputs SBM-DEA model to measure the green economy efficiency under haze and non-haze constraints. The results show that the green economy efficiency of the three areas under haze constraints has the increasing trend overall,and the Pearl River Delta region has the highest annual average green economy efficiency,followed by the Yangtze River Delta and the lowest is Jing-Jin-Ji area. Haze constraint has contributed to the decline of green economy efficiency in most cities in Jing-Jin-Ji area,while green economy efficiency of most cities in the Yangtze and Pearl River Delta regions has increased. The reduction potential of PM2. 5 and PM10 in the three regions decrease in turn,while the haze reduction in Jing-Jin-Ji and the Yangtze River Delta should focuson PM10 and the Pearl River Delta should focus on PM2. 5.
