摘　　要：采用三阶段DEA方法对浙江省高新技术产业投资效率进行评价,发现第一阶段省内各地区技术效率水平较高,但是经过第二阶段的SFA回归分析进行调整后得到的第三阶段的分析结果则说明技术效率水平普遍被高估,被高估的原因则主要是因为管理无效率和规模无效率。针对高新技术产业投资中存在的不足以及如何提高我省高新技术产业投资效率,提出建议及对策。This paper adopts three-stage DEA analysis to evaluate the investment efficiency of high and new technology industries in Zhejiang Province. It is found that,in the first phase,the overall levels of technical efficiency are pretty high,but with the adjustment in the second phase,the overall levels arethought to be commonly overestimated from the analysis of third phase’s outcomes. The reason why they are overestimated is due to the inefficiency of management and scale. This paper is going toput forward proposals and countermeasures on enhancing the investment efficiency and overcomingweaknesses in hi-tech industrial investment.
