我国环境治理政策的研究路径与演变规律分析——基于CNKI论文的文献计量分析

摘　　要：环境治理政策是分析和把握环境治理进程的关键维度。40余年来,国内学界对环境治理政策的研究已涌现出一批有价值的成果。运用文献计量及其可视化方法对其研究路径进行梳理可透视出我国环境治理政策的演变规律。研究发现:借助于高频关键词聚类图谱的呈现可将我国环境治理政策的研究路径归纳为工具范式和过程范式两种类型;借助于主题时区图的展示可将我国环境治理政策演化规律概括为三个方面,即政策变革同步于环境治理模式的转型,政策评估同步于环境治理的成效,政策主体同步于环境治理的参与主体。同时,当前我国环境治理政策仍存在不足之处,主要表现为:过分注重政策工具的选择而回避政策本身的价值,政策监管不力导致政策执行偏差行为的大量存在。因此,选择科学合理的环境治理政策工具以及加强环境治理政策监管成为优化环境治理政策体系的应然路径。Environmental governance policy is a key dimension to the analysis and grasp of the process of environmental governance.In the past 40years,a number of valuable achievements have emerged in the research of environmental governance policies in domestic academic circles.The evolution of environmen- tal governance policy in China can be observed through literature metrology and its visualization method. It is found that with the help of clustering atlas of high frequency keywords,the research path of domes- tic environmental governance policy can be divided into two types:tool paradigm and process paradigm. And with the help of thematic time zone map,the evolution law of environmental governance policy in China can be summarized into three aspects:policy change synchronizing with the transformation of envi- ronmental governance model,policy evaluation synchronizing with the effectiveness of environmental governance,and the policy subject synchronizing with the environmental governance participation subject.At the same time,there are still some deficiencies in the current policy of environmental govern- ance in our country,for example,paying too much attention to the choice of policy tools and avoiding the value of the policy itself,and the lack of supervision of the policy which leads to a large number of deviant behaviors in policy implementation.Therefore,the choice of scientific and reasonable environmental gov- ernance policy tools and the strengthening of environmental governance policy supervision should be the way to optimize the environmental governance policv svstem.
