摘 要:分析了长江河道砂石资源利用现状,指出基于"动态平衡"理论的采砂规划理念存在的局限性;从河道安全运行监测评价、采砂规划的落实,以及河道采砂交易方式等方面剖析了长江河道采砂管理体制机制有待完善之处。基于多地实践案例,提出了科学构建长江河道砂石交易方式、适度利用长江河道沉积砂石资源、取消长江河道建筑用砂禁采规定3大策略,进而提出了加强长江河道采砂管理队伍和制度建设,为提升砂石资源供给能力提供保障措施的建议,并探索了长江河道疏浚泥沙和三峡工程库区砂石资源利用可行性。Based on the analysis on present situation of sand resource utilization in Yangtze River,the limitations of the concept of sand mining planning based on the theory of "dynamic balance"is pointed out.Some improvements on management mechanism and system of sand mining in Yangtze River are analyzed from the aspects of the monitoring and evaluation of river safety operation,the implementation of sand mining plan and the trading of sand.Three strategies for improving the management of sand mining in Yangtze River are proposed,including establishing scientific Yangtze River channel sand trading mode,appropriately utilizing the sedimentary sandstone resources of Yangtze River,and abolishing the prohibition on Yangtze River waterway sand mining.The suggestion on strengthening Yangtze River sand mining management team and capacity construction is proposed.The feasibility of the utilization of sand resources both of Yangtze River channel dredging sediment and in the reservoir area of Three Gorges Project is also studied.
