摘　　要：本文立足于青海省海北州地理、经济环境和金融工作实际,以海北州开展的"四大普惠"实践为例,探讨在经济欠发达的农牧地区开展普惠金融的成效,分析存在的问题,提出有关措施建议。Based on the actual situation of geography,economic environment and financial work of Haibei in Qinghai province, the paper takes the practice of "Four kinds of Inclusive Finance"carried Out by Haibeizhou as an example,analyzes the leading and guiding role of the grassroots PBC in the work of the inclusive finance,and tries to discuss how to develop the inclusive finance in the less developed agricultural and pastoral areas according to the local conditions.
