摘 要:随着全球变暖,商业船舶穿越北极航线成为可能,北极航线的安全环境和地区权力结构已经发生改变。北极国家凭借着地缘优势在北极地区建立了事实上的北极航线管理体系,该管理体系私物化倾向十分明显,并已经发展成为北极航线安全体系中的主导者,使得北极航线安全呈现出多种不确定性。北极国家所建立的以俄罗斯和加拿大为首的北极航线安全管理制度已无法适应北极航线所面临的安全形势,北极航线需要发展出一种新的安全治理模式,即建立符合北极航线安全需要的“大北极国家”机制,以弥补现有安全治理模式的不足,减少北极航线安全的不确定性,进而满足全球对北极航线的安全需要。With global warming, it is possible for merchant ships to navigate through the Arctic route. Moreover, the security environment and regional power structure of the Arctic route have changed. With geopolitical advantages, Arctic countries have established the Arctic route management system in the region, and have developed into a leading actor in the Arctic route safety system. Due to this situation, many uncertainties regarding the Arctic route safety remain. This paper uses the theory of public pond theory to analyze the safety of Arctic route: the Arctic route safety management system, led by Russia and Canada, is unable to adapt to the security situation facing the Arctic route. The Arctic route needs to develop a new security management model to complement the existing security governance model. The new formula can reduce the uncertainty of the Arctic route safety and meet the safety needs of the Arctic route. This paper suggests that we should establish "the Large Arctic Mechanism" to meet the needs of the Arctic route security.
