北京市“医改”资金中医卫生投入情况及趋势预测分析

摘　　要：目的:通过对北京市政府自2009年以来"医改"资金在中医药领域投入情况进行分析,论证北京市政府对中医药发展的支持力度是否符合"医改"工作的要求、达到"医改"工作的目标。方法:对各项指标的绝对数、占比等情况进行描述分析。选择年平均增长速度方法对"医改"资金中医卫生投入进行预测。结果:北京市财政基本支出和项目支出对中医投入规模加大,尤其对城市中医院投入增长较明显,但中医机构的"医改"财政金额与占比仍较小,增长不稳定。结论:可继续增加政府中医卫生投入,平衡各机构投入力度,促进中医药行业合理发展。Objective:According to the Beijing municipal government since 2009"reform"money in the field of Chinese medicine situation analysis,it is concluded that the Beijing municipal government to support development of Chinese medicine whether accord with the requirement of "health care",achieve the objectives of the "reform".Methods:The absolute logarithm and proportion of each index were described and analyzed.The average annual growth rate method is selected to predict the health input of the medical reform.Results:Beijing fiscal spending and basic project spending on investment scale of traditional Chinese medicine,especially for city hospital investment growth is obvious,but the amount of "health care"financial institutions of traditional Chinese medicine and the proportion is still small,growth is not stable.Conclusion:We can continue to increase the government's health input,balance the investment of various institutions,and promote the rational development of Chinese medicine industry.
