摘　　要：世界正进入“多极化合作”时代,“我认为这个时代将是21世纪上半叶世界格局的基本特征”本世纪初,当美国学者哈斯提出“多极化合作”这一新概念时,正是上个世纪末世界多个重大事件集中爆发之时,东欧剧变,苏联解体,美苏对峙两极格局被打破,世界各种力量在错综复杂的利益关系中出现新的分化组合,正形成若干地缘政治中心,国际格局向多极化发展而时至今日,哈斯“多极化合作”的乌托邦愿望,似乎始终被致力于推动“单极世界”的政治力量所牵绊,属于战略性资源和“政治性商品”的石油,也始终处于多极博弈的风口浪尖。At the beginning of this century, when American scholar Haas proposed the new concept of "multi-polar cooperation", it was the time when the major events of the world broke out at the end of the last century. In the turmoil of the multi-polar game.At a time when resource populism and trade protectionism have become the most important and dangerous seeds for the global economic recovery, in the fear that international trade wars will lead to globalization and destroy the original mature global industrial division system, at home and abroad. In the geopolitical tragedy of there is a slowdown in the growth of oil and gas resources and a decline in quality, China's oil companies still have to carry forward in the geopolitical tragedy of "you don't have time to understand grief, but let sorrow fill the world."As the ancients said, dangerous states do not enter, disorderly states do not live in.However, for China National Petroleum Corporation, it is still necessary to take the systemic risks of political, geopolitical, resource and financial risks in oil and gas cooperation in the oil and gas dilemma of the era of multi-polar cooperation.
