适度“普惠型”养老服务体系的构建研究

摘　　要：适度"普惠型"养老服务体系就是在适度"普惠型"社会福利模式主导之下的以全体老年人为服务对象的养老服务体系,其理论架构涵盖了价值理念、服务主体、服务对象、服务内容、服务方式五个基本维度。适度"普惠型"养老服务体系的构建,应当坚持以老年人为本、政府主导和多元参与、可持续发展、维护公平与注重效率相结合等基本原则,从政策法规、运行机制和监管体制、评估机制、财政支持、人才队伍等几个方面给予保障。The appropriate universal-type elderly care service system is the elderly care service system led to service all the elderly which guided by the appropriate'universal-type social welfare model,it's theoretical framework includes five dimensions of the value concept,service subject,service object,service content,and service mode and so on.The construction of universal-type elderly care service system should adhere to the basic principles of center for the elderly,government leading and multi-subject participation, sustainable development,combination of fairness and efficiency,and obtain security by the policies and regulations,operation mechanism and supervision system,evaluation mechanism,financial support,talent team and other aspects.
