摘 要:印度是一个人口众多的发展中国家,国内的非正式就业人员占全部劳动力的绝大比例,印度政府早已制定关于非正式就业群体社会保障制度的法律法规,对解决印度国内非正式就业群体的社会保障问题已获得一定经验。文章主要分析印度非正式就业人员的就业状况,以及非正式就业社会保障制度的政策形式,实施方式以及所依托的法律法规,以了解印度非正式就业人员的社会保障状况。通过借鉴印度非正式就业群体社会保障的发展经验,为我国构建针对灵活就业人员的社会保障体系提供政策参考。India is both a developing country and a populous country,and informal employment accounts for the vast majority of the total employed population.The Indian government has long established laws and regulations on the social security system for informal employment groups and has gained some experience in solving the social security problems of informal employment groups in India.This paper mainly analyzes the employment situation of informal employment in India,as well as the policy form of the informal employment social security system,the implementation methods and the laws and regulations entrusted to understand the social security status of informal employment in India.By drawing on the development experience of social security for informal employment groups in India,we provide a policy reference for building a social security system for flexible employment in China.
