摘　　要：最低生活保障制度是社会保障制度中最后一道安全网,随着养老保险制度和医疗保险等逐步并轨以及政府工作报告中对城乡统筹的建设要求,城乡最低生活保障制度并轨为大势所趋,因此文章明确提出要在制度上对城乡低保制度进行并轨,从宏观角度对低保制度并轨的理论基础与实践基础进行论述,提出相关政策建议,并且探索思考城乡低保制度并轨过程中可能产生的主要问题。The subsistence security system is the last safety net in the social security system.With the gradual merger of the endowment insurance system and the medical insurance and the requirement of the government's work report on the overall planning of urban and rural areas.The combination of urban and rural subsistence security system is the trend of the times.Therefore,this paper clearly proposes that the urban and rural subsistence security system should be established in the system.From the macroscopic point of view,this paper discusses the theoretical and practical basis of the merger of urban and rural subsistence security system,puts forward relevant policy recommendations,and explores the main problems that may arise in the process of the merger of urban and rural subsistence security system.
