民政精神救助的人文内涵及建设对策论略

摘　　要：民政精神救助是国务院民政部门统筹全国社会救助体系,依照法定的职责,对具有法定困难情形的人给予精神上救助的行政行为。加强民政精神救助建设,对公民的基本权利的保障、社会的公平公正的实现与社会的和谐稳定的维持有重要意义。文章归纳的五个建设对策:树立民政精神救助理念、构建民政精神救助体系、加强民政精神救助法治、建立民政精神救助机构、鼓励社会力量参与救助等,对民政社会福利体系完善有所裨益。Civil administration spiritual relief is an administrative act under which the civil affairs department under the state council coordinates the national social relief system and,in accordance with the legal responsibilities,provides spiritual relief to people with legal difficulties.It is of certain significance to strengthen the construction of civil administration spirit to guarantee the basic rights of citizens,realize the fairness and justice of the society and maintain the harmony and stability of the society.It is an important measure to strengthen the construction of civil administration spirit to establish the concept of civil administration spirit relief,build the system of civil administration spirit relief,strengthen the legal system of civil administration spirit relief,set up the institutions of civil administration spirit relief and encourage social forces to participate in the relief.
