摘　　要：文章分析了创新券先进的理念,即以企业为主体的理念、服务共享的理念、政社合作的理念、信用管理的理念、宏观调控的理念等创新券先进的政策理念,认为这是创新券政策行之有效的原因,提出新一轮科技体制改革应以创新券政策为突破口,建立先进的国家创新体系。This paper analyzes the advanced policy concepts of innovation voucher programs,namely the concepts of taking enterprises as the principal innovative players,sharing innovation services,fostering publicprivate partnerships,and paying attention to credit management and macro-control,which are considered to account for effective innovation voucher policy.This paper also advocates that such policy should be put into effect to seek the breakthrough in the new round of scientific and technological system reform to establish an advanced national innovation system.
