摘　　要：基于武汉市试行科技创新券制度的工作实践,具体介绍武汉市科技创新券的领券、发券、用券、收券和兑券规则;运用定量分析和定性分析相结合的方法,对政策实施效果进行详细分析;梳理政策实施所取得的三大成效及存在的4个方面的问题,并分析产生问题的原因;提出科技创新券制度应当面向小微科技企业、坚持"可流通"和"前资助"、借助"互联网+"手段、流通型创新券尚不具备推广的基础和条件等建议。This article is based on Wuhan’s practice of innovation voucher system, specifically introduced the rules of Wuhan Innovation Voucher; using a combination of quantitative analysis and qualitative analysis, a detailed analysis of the effectiveness of the implementation of the policy; combing the three major achievements of the implementation of the policy and the existence of four aspects of the problem. It also analyzes the causes of the problems and proposes that the innovation voucher system should be oriented to small micro technology enterprises, adhere to the "circulation and pre-funding", use the "Internet +" means, and the "circulation Innovation vouchers" do not yet have the basis and conditions for promotion.
