山东海洋经济演化发展的区域比较分析

摘　　要：基于我国主要沿海地区横向比较的视角,对山东海洋及其相关产业的总量规模、内部结构、就业拉动、科技人力资源方面的动态演化特征及现状进行了分析。研究发现:从海洋经济增加值和海洋科研人员绝对数角度衡量,山东依旧是名副其实的"海洋大省",海洋产业结构也在朝着高级方向缓慢演化。与全国平均水平和广东、上海、浙江等地区相比,山东海洋产业结构高级化程度明显较低,对经济和就业拉动作用较弱,海洋科技人才引进与培养速度较慢,用发明专利数量衡量的投入产出比较低,离"海洋强省"尚有差距。需要从海洋新兴产业打造、人才引进与培育机制创新等多个方面系统探索高质量发展路径。This paper defines the relevant connotation of marine economy and summarizes the existing research findings.Based on the horizontal comparison of the main coastal areas in China,this paper analyzes the dynamic evolution and current situation of marine industries in Shandong Province from the aspects of total scale,industrial structure,employment pull,science and technology support.The study found that Shandong was still worthy of the name "major marine province"from the perspective of the added value of marine economy and the base of marine scientific research.The marine industrial structure was also evolving slowly towards advanced direction.However,the degree of upgrading of Shandong's marine industrial structure was obviously low,and had a weak pulling effect on the economy and employment compared with the national average level and other regions such as Guangdong and Shanghai.The speed of introducing and training of marine science and technology talents in Shandong Province was relatively slow.The input -output ratio measured by the number of invention patents was also lower,and there was still a way to be a "strong marine province".It is necessary to support emerging marine industries and innovate talent introduction and cultivation mechanism to achieve high quality development.
