“多规”目标差异及协同机制研究——以神农架林区为例

摘　　要：规划目标是战略思想的反映,同时也是规划方案及其措施制定的重要依据,"多规"目标的协同是实现"多规协同"的重要组成部分。目前,我国对"多规"目标协同的研究还不够系统化,"多规"目标协同机制的探讨还需进一步深化。本研究以小城镇为研究对象,从"多规"目标协同的角度出发,以神农架林区为例,对神农架林区国民经济与社会发展规划、城乡规划、土地利用总体规划、旅游总体规划、林业规划、生态环境保护规划"六规"的规划目标体系进行了梳理,从中分析总结"多规"目标体系的特点及差异,提出了"求同协异"、"因异谋同"的"多规"协同思路。The objective of plan is the reflection of strategic thinking and also an important basis for plan-making.The coordination of the objectives of multi-plan is an important part of realization of multiplan integration (MPI).At present,the research in China on the integration of objectives from multiple plans is not systematic,so the discussion of this topic needs to be further deepened.This study,from the perspective of objective-integration of multiple plans,using Shennongjia as case study,firstly analyzes the objectives system of the national economic and social development planning,urban and rural planning, land use planning,tourism planning,forestry planning,and ecological environment protection planning. Then the characteristics and differences of the objectives system of multiple plans are summarized,and finally the approach of "seeking common ground while reserving differences"is put forward for the multiplan integration.
