摘  要:国外学者用"地方发展型政府"解释我国地方政府行为,认为"重经济建设、轻社会建设"是其固有弊病。以苏州市本级及其下辖(区)县市的城乡发展一体化实践(2008-2016)为例,说明随着社会经济发展,我国先发地区已具备转变发展方式的条件,即从聚焦于经济增长到致力于发展的"平衡"和"质量",并取得显著成效。基于不同的城乡发展阶段、政策供给、资源禀赋和先发优势,苏州各区县统筹城乡发展的政策选择和实施路径有其内在逻辑。Western scholars have used "local development-oriented government"to explain China's local government behavior,suggesting that "emphasis on economic construction and neglect social construction" is its inherent weakness.This article uses the Suzhou practice of integrated urban-rural development program (2008-2016)at the municipal level and its subordinate districts (counties)as an example to illustrate that with soeio-economie development,the local government in China's developed areas have already changed development mode from economic growth model to a more balanced and equalized development model.Further,based on different stages of urban-rural development,institutional reform, resources condition,and first-mover advantages,there are laws in the policy selection and implementation path for different districts and counties in Suzhou,meaning that local governments have an internal decision-making logic for the overall planning to coordinate urban-rural development.
