政策工具视角下中国“双创”政策内容分析及优化建议

摘　　要：通过三种途径收集到2013年1月至2017年12月国务院发布的"双创"政策90份,相关部委发布的"双创"政策288份。设计"双创"政策分析单元编码表,运用类型化分析法、共词分析法和内容分析法对"双创"政策的文本内容以及政策工具的使用进行量化研究。研究发现:总体而言,我国"双创"政策尚处起步阶段,政策工具对创新创业不同周期阶段的作用不均衡,供给型政策工具和环境型政策工具稍有过溢,需求型政策工具严重不足。建议国务院尽快制定成熟的制度化政策,相关部委从微观层面及时出台相应的配套政策和实施细则;加强促进创新与创业融合发展政策工具的使用,针对创新创业的各个环节和发展阶段给予全方位的支持;全面运用综合性的政策工具,着力提升需求型政策工具的拉动作用。This paper collects 288"popular entrepreneurship and innovation"policy texts made by the State Council and min- istries and commissions from January 2013to December 2017through three ways.It designs the unit coding table for"popu- lar entrepreneurship and innovation"poliey,using typological analysis,co-word analysis and content analysis to study the text contents and policy tools of"popular entrepreneurship and innovation"policy.In general,Chinese"popular entrepre- neurship and innovation"policy is still in its infancy,the effect of policy tools to the different cycle of entrepreneurship and innovation is imbalance.The supply policy tools and environmental policy tools are more,and the demand policy tools are less.It suggests that the State Council should formulate mature and institutionalized policy as soon as possible,the minis- tries and commissions should formulate corresponding supporting policies and implementation rules from the micro level.It is necessary to use more policy tools of innovation and entrepreneurial integration,giving full support to every link and stage of entreprencurship and innovation.The government should use comprehensive policy tools,improving the driving force of the demand policy tools.
