伙伴国贸易便利化及对中国新疆出口的影响

摘　　要：新疆是丝绸之路经济带的核心区,贸易便利化建设是丝绸之路经济带沿线国家深化区域经济合作的重点内容。基于主成分分析法测算新疆35个主要伙伴国贸易便利化水平,继而运用扩展的贸易引力模型,考察伙伴国贸易便利化对新疆出口的影响。研究表明:新疆主要伙伴国贸易便利化水平集中在"不便利";就不同国家而言,贸易便利化的演变呈现出了两种完全不同的走向;影响新疆出口的因素除客观的地理条件外,贸易便利化的促进作用最大;在贸易便利化的四个分项领域中,规则环境和电子商务对促进新疆出口起至关重要的作用。未来新疆应做好自身的贸易便利化建设,搭建与贸易伙伴国新型合作协调机制,构建区域通关一体化便利举措。Xinjiang is the core area of the Silk Road Economic Belt.Trade facilitation is the key content of deepening regional economic cooperation among the countries along the Silk Road Economic Belt.Based on the principal com- ponent analysis method,this paper calculates the trade facilitation level of China (Xinjiang)and 35major partner countries,and then uses the extended trade gravity model to examine the impact of trade facilitation on Xinjiang's exports.The results show that the level of trade facilitation in Xinjiang's major partner countries is concentrated in the "inconvenience";the evolution of trade facilitation shows two completely different trends in different degrees of countries;the factors affecting Xinjiang's exports,apart from the objective geographical conditions,play the greatest role in promoting trade facilitation;and the factors affecting trade facilitation in trade facilitation.Among the four sub -fields,the rule environment and e -commerce play a vital role in promoting Xinjiang's exports.In the future, Xinjiang should do a good job in trade facilitation,establish a new cooperation and coordination mechanism with trade partners,and build a regional customs integration system.
