摘　　要：本文以数据为基础,分析了近年来我国土地利用的总体形势,包括耕地面积略有减少、耕地质量保持稳定,建设用地供应满足经济发展和基础设施建设需要、供地总量明显增加、供地结构和布局调整优化,创新驱动和供给侧结构性改革成效初步显现、土地边际效益递减趋势减缓等。总结了耕地保护面临建设占用和生态退耕双重压力、建设用地供应存在结构性错配和低效闲置、土地财政依赖和抵押风险依然存在等问题。在此基础上,提出了统筹耕地保护和生态用地保护、强化建设用地有效供给、推进土地供给侧结构性改革、坚持最严格的节约用地制度、多措并举防范土地引发财政和金融风险等5个方面的建议。Based on the data,this paper analyzes the overall situation of land use in China in recent years,including,for example,the cultivated land area decreased slightly,and it's quality keeps stable;the total supply of construction land has increased obviously to meet the needs of economic development and infrastructure construction,and the Land use structure and layout have been adjusted and optimized;the results of innovation-driven and supply-side structural reform are showing,and the diminishing marginal benefit of land is slowing down.etc.This paper has pointed out 3 major problems,such as the cultivated land protection facing the dual pressures of construction occupation and ecological restoration,construction land supply showing structural mismatch and idle inefficient,and the problems of land financial dependence and mortgage risk.On this basis,this paper put forward 5 Suggestions,in respect of coordinating the protection of cultivated land and ecological protection,strengthening the effective supply of construction land, promoting supply-side structural reform and taking multi-measures to prevent land from causing financial risks.
