摘　　要：介绍2017年我国化肥进口情况,并对其质量进行分析,指出目前进口化肥的主要不合格原因,列举海关部门的监管情况及应对措施。针对进口肥料存在的问题,提出因地制宜,完善产品标准,厘清定义,控制生物风险,加快通关速度,提前介入,做好技术储备等建议。and the main reasons of the unqualified imported fertilizers are pointed out, the inspection and supervisionmeasures of the customs are listed. Based on the existing problems of the imported chemical fertilizer, thesuggestions are proposed including adjusting measures to local conditions, improving product standards,clarifying the definition, controlling biological risk, speeding the customs clearance, early intervention,completing the technical reserves etc.
