摘　　要：我国美丽乡村建设内容和标准化对象广泛,环节较多,要素丰富,涵盖基础设施、村容环境、产业发展、公共服务、乡风文明、村务管理等各个方面,但在评价环节缺乏统一的技术指导,致使政府绩效考核难、政策效果评价难。立足我国美丽乡村发展现状和经济新常态,通过实践研究与理论分析,发现美丽乡村建设普遍存在的问题,从规划编制、基础设施、村容环境、产业发展、公共服务、乡风文明、村务管理7个层面遴选了40个指标,系统构建美丽乡村评价指标体系,为美丽乡村建设提供可行的、科学的对策建议,引领美丽乡村建设朝着生产高效、生活美好、生态宜居的方向发展。The contents and standardization objects of beautiful villages in China are extensive with many links and rich elements, which cover aii aspects of infrasli uciuie, village environment, industrial development, public service, civilization, management of village affairs and so on. However, the lack of unified technical guidance in the evaluation link makes the government performance assessment and the policy effect evaluation difficult. Based on the development of beautiful villages and the new normal economy of our country, through practical research and theoretical analysis, this paper seriously studies the common problems of beautiful villages development, selects 40 indicators from seven levels such as planning, infrastructure, village environment, industry development, public service, rural culture and village affairs management, systematically constructs the evaluation index system of beautiful villages, in order to provide feasible countermeasures and scientific suggestions for the construction of beautiful villages, leading the development of beautiful villages in the direction of efficient production, good living, and ecological livability.
