摘　　要：在港珠澳大桥价格听证开展过程中,价格主管部门实现了价格听证的实践创新,包括内地和港澳居民均等参与、内地和港澳媒体同步监督以及增设实地考察和收费座谈会等,并在降低车辆通行费收费标准、发扬听证会的辩论性、确保成本监审报告真实等方面取得了进步。这些成果具有三重价值:首次将价格决策民主化成功拓展到更复杂的“一国两制”语境;为粤港澳大湾区价格决策公开化进程积累经验;为推动价格听证制度的变革和完善提供先例。Practical innovation has been made by the price authority during the Hong Kong-Zhuhai-Macao Bridge project.It includes offering equal participation chances for China's Mainland,Hong Kong and Macao residents,conducting simultaneous media supervision of three locations,and setting additional field visits and fee-paying seminars.Progress has also been made in reducing toll standard for vehicles,promoting debate at hearings,and ensuring the authenticity of cost monitoring reports.The value of these achievements are as follows:1)It is the first attempt to extend democratization of price decision to a more complicated context of"one country,two systems";2)It helps accumulate experience for local residents and media to participate in the opening process for price decision making in Great Bay Area;and 3)It provides a precedent for promoting the reform and improvement of the price hearing system.
