摘　　要：本文从我国当前天然气供给需求形势入手,提出实施天然气调峰气价政策是天然气供求平衡的客观要求,可以解决供需双方权责不对等问题,有利于理清内外部运营投资机制。并对当前我国主要调峰方式进行了核算与分析,确定了天然气调峰价格政策依据,提出了近期及中远期我国天然气调峰设施建设思路。对我国天然气调峰实施方案进行了设计与构思,提出了区分用户定价、区分季节定价:既区分用户又区分季节定价三种天然气调峰气价模式,制定了我国调峰气价政策实施路径,为我国调峰气价政策实施提出了建议。This paper starts from the current situation of natural gas supply demand in China, and proposes that the implementation of natural gas peaking gas price policy is an objective requirement for the balance of natural gas supply and demand. It can solve the problem of imbalance between power supply and demand, and help to clarify internal and external operational investment mechanisms. The accounting and analysis of the main peak shaving methods in China have been carried out, and the policy basis for natural gas peaking price has been determined. The construction ideas of natural gas peaking facilities in China in the near and medium term are proposed. The design and conception of China’s natural gas peaking implementation plan was carried out. Three natural gas peaking gas price models were proposed to distinguish user pricing, differentiate seasonal pricing, distinguish between users and seasonal pricing, and formulated the implementation path of China’s peaking gas price policy. Suggestions were made for the implementation of China’s peak gas price policy.
