生态公益林保险产品定价研究——以北京市为例

摘　　要：生态公益林对国土生态安全、生物多样性保护和经济社会可持续发展具有重要作用。本文根据北京市生态公益林历年主要自然灾害损失情况,设计出适合北京市生态公益林保险的保费率模型,并测算得出保险最低费率为0.9485‰。另外,通过立木蓄积量法计算北京市生态公益林价值,并与当前生态公益林保险产品保障水平进行对比,针对北京市生态公益林保险产品定价的特点,提出差异化费率厘定以及转变保险金额确定方式、提高保险保障水平等优化建议。Based on the insurance company’s ecological public welfare forest insurance operation cost and forest farmers’ demand, this paper designs a premium rate model suitable for Beijing ecological public welfare forest insurance based on the main natural disaster losses suffered by Beijing ecological public welfare forest over the years. The estimated minimum insurance rate is 0.9485‰. In addition, the value of Beijing ecological public welfare forest is calculated by the standing stock volume method and compared with the current ecological public welfare forest insurance product security level. The differential rate determination for the pricing of Beijing ecological public welfare forest insurance products and the determination of the insurance amount are improved. Optimization recommendations such as insurance coverage.
