“一带一路”沿线物流枢纽网络体系建设研究

摘　　要：党的十九大提出“促进我国产业迈向全球价值链中高端”的战略要求,“一带一路”建设的重要任务之一是加强沿线地区国家之间的国际产能合作,将“一带一路”国际产能合作纳入高质量发展和创建全球价值链的轨道。这需要得到国际国内物流网络和资源整合支撑,需要探索物流枢纽网络化布局和规模发展的方向和思路。依托“一带一路”物流枢纽布局发展需要解决:(1)跨区域物流通道建设;(2)枢纽城市物流服务高效化;(3)通道和枢纽物流服务资源整合;(4)具有物流服务融合的特色产业园区建设;(5)物流与制造、贸易等产业的融合发展。“一带一路”物流枢纽网络体系建设的主要任务:(1)网络串接贯通,即贯通前沿据点,打造物流网络;(2)国内物流高质,即打造聚集赋能的物流枢纽、竞争力强的物流企业、服务创新的物流模式;(3)国际物流高效,即提高国际物流投资效率、提升产业物流服务效率;(4)壮大中欧班列,即整合班列运行、强化运输组织、贸易牵引货源。综上“一带一路”物流枢纽网络的建设,将为实现“交通运输通道+物流枢纽+产能合作”的有机融合提供有力支撑。The 19 th National Congress of the Communist Party of China put forward the strategic requirement of ‘promoting China ’s industry to move towards the high-end of the global value chain’. One of the important tasks of the ‘The Belt and Road’construction is to strengthen international capacity cooperation between countries along the line, and ‘The Belt and Road ’ international capacity cooperation is integrated into the path of high quality development and the creation of global value chains. This needs to be supported by international and domestic logistics networks and resource integration. It is necessary to explore the direction and ideas of the networked layout and scale development of logistics hubs. Relying on the‘The Belt and Road’logistics hub layout development direction includes:( 1) Cross-regional logistics channel construction;( 2) Hub city logistics service efficiency;( 3) Channel and hub logistics service resource integration;( 4) Logistics service integration construction of characteristic industrial parks;( 5) Integration and development of logistics,manufacturing and trade industries.The construction idea of ‘The Belt and Road ’logistics hub network system are as follows:( 1)The network is connected in series, that is,through the frontier bases to build a logistics network;( 2) The high quality of domestic logistics,that is,to build a logistics hub with strong capacity and strong competitiveness. Logistics model of logistics enterprises and service innovation;( 3)Efficient international logistics,that is,improving the efficiency of international logistics investment and improving the efficiency of industrial logistics services;( 4) Strengthening the cooperation between China and Europe,namely,integrating the operation of the train,strengthening the transportation organization,and trading the goods. In summary,the construction of the ‘The Belt and Road’logistics hub network will provide strong support for the organic integration of "transportation channel + logistics hub +
