专项检查行动后云南入河排污口管理的思考

摘　　要：通过对云南入河排污口专项检查工作的全面梳理分析,详细阐述了云南省自查、复查和整改提升3个阶段的过程及特点,统计了云南省入河排污口的情况,并分析了入河排污口建设管理方面存在的问题。根据云南省入河排污口的整改目标和达标时限要求,针对核查中发现的入河排污口设置审查与审批不规范、入河排污口监管不到位、部分县(市、区)污水处理能力不足等问题,提出了相关整改建议,包括分类整改违规设置入河排污口、进一步加强水功能区监督管理、严格实行污染物排放总量控制制度、优化入河排污口布局、落实排污许可制度、依法关闭注销已无效的入河排污口等。Through overall sorting out the special inspection work of sewage outlet in Yunnan Province,this paper gives a detail introduction to the process and characteristics of self-inspection,re-inspection and rectification-improvement. The statistical data of sewage outlet were collected and the existing problems in the construction and management were analyzed. According to the rectification target and up-to-standard time limit and in the light of the problems discovered in the inspection,such as nonstandard examination and approval for sewage outlet setting,insufficient supervision,insufficient sewage treatment capacity in some cities or counties,the rectification and improvement suggestions are put forward,including rectifying the illegally constructed sewage outlet,further strengthening the supervision and management of water function zone,strictly implementing control of total pollutant release,optimizing the layout of sewage outlets,implementing sewage release permission system and closing the invalid sewage outlet by law etc.
