新媒体时代地方政府公信力的缺失与重塑——基于“T中学事件”的实证研究

摘　　要：新媒体的出现与盛行,使得网络草根拥有了信息权力,并对由政府主导的传统信息权力格局产生挑战。对"T中学事件"等类似网络事件的实证追踪显示:大众借助以自媒体为典型代表的新媒体,展开自我设定议程活动,不断挑战传统媒体的议程设置,影响着社会舆论的动向。新媒体的交互性、即时性、扁平化、去中心化等特点为地方政府应对突发性网络事件带来挑战,自媒体对信息的即时披露一定程度上造成了地方政府公信力的下降。新媒体时代重塑地方政府的公信力,不仅需要在观念上摆脱传统管控型角色的束缚,而且亟待在行为上采取线上线下相互整合的应急策略,采用"3T"原则指导下的信息发布机制,建构新旧媒体协同一体的信息发布体系,创建顺畅的官民互动平台,打造廉洁高效的服务型政府,最终赢得公众和社会的高度信任。With the development of internet technologies and new media,ordinary people are empowered to access information,which exerts a great challenge to the traditional government dominated information power situation.The empirical research of internet incidents,such as the incident of the T middle school,revels that people set up agenda by using new media,which have challenged the agenda-setting of the traditional media,and influenced the development of public opinion.The features of new media,such as interactivity,immediacy,flat structure,decentralization and so on,have brought challenges to governments' response to internet incidents.The immediacy of We-media to disclose information undermines the public trust of local governments to some degree.To reconstruct the credibility of governments,it is necessary to abandon the traditional role of governments to control information.Rather,regional governments should take quick responses to internet incidents by integrating online and offline strategies,disclose information based on the "3T"principle and integrating old and new media,establish an unhindered com- munication platform for governments and the people,and form an efficient,honest and service-oriented government.By so doing,the credibility of regional governments can be reconstructed.
