摘　　要：改革开放40年,地方政府经历了深刻转型,地方政府既是经济增长的追求者又是社会创新的推动者,而两种角色在不断竞争与协同中发展变化。本文试图在回顾改革开放40年的基础上,梳理两种角色的关系,并将"增长者"的角色和"创新者"的角色同时进行讨论,用"增长者—创新者"的双重角色分析框架审视地方政府创新的变迁规律,剖析地方政府创新背后的推动逻辑与模式特征,并展望未来地方政府创新的可能路径。In the past 40 years of reform and opening up,local governments have undergone profound transformation.Local governments are not only the pursuers of economic growth but also the promoters of social innovation.The two roles are developing and changing in constant competition and coordination.On the basis of reviewing the 40 years of reform and opening-up,this paper tries to sort out the relationship between the two roles,and discuss the roles of the "growth"and "innovator"at the same time.It examines the changing law of local government innovation with the dual role analysis framework of "growth-innovator",analyses the driving logic and mode characteristics behind local government innovation, and looks forward to local government in the future and there is a possible path of government innovation.
