东北振兴中的营商环境困局及其治理

摘　　要：东北地区营商环境优化是实现该地区经济复苏乃至实现增长的重要因素,这不仅是地方政府不可回避的责任,也应是地方政府治理的重中之重。当下,东北地区营商环境困境主要体现在政务环境、市场因素、法治环境和国际环境四个维度,因此,政府应将营商环境优化与政府"放管服"改革相结合,厘清政府与市场的边界,从改善政务环境、激活市场机制、树立公平正义的法治氛围、构建国际化发展平台等方面继续发挥应有的作用。Business environment optimization in Northeast China is an important factor to achieve economic recovery and even sustained growth in the region.It is not only the unavoidable responsibility of local governments,but also the top priority of local government governance.At present,the predicament of business environment in Northeast China is mainly embodied in four dimensions:government environment,market factors,rule of law environment and international environment.Therefore,the government should combine the optimization of business environment with the government’s "release and control" reform,clarify the boundary between government and market,improve the government environment,activate market mechanism,establish a fair and just legal atmosphere,and build an international development platform.They will continue to play their due role.
