摘 要:节水灌溉是我国解决"地水"矛盾的有效途径。我国西部地区幅员辽阔但水资源极度匮乏,为了提高水资源有效利用率,建设了大量的节水灌溉工程,但后评价工作未能及时有效地开展并找出节灌工程的不足之处并加以改进。以山西省汾阳市2005-2013年节灌工程为例,依据国家标准规范进行后评价工作,在完善后评价指标体系和评价内容的基础上,采用灰色关联度法进行后评价工作。结果表明:在指标层中,可以通过关联系数确定该指标的完成情况,进而进行有的放矢的改进,并对在建、拟建项目提供科学依据;在系统层中,建设实施评价关联度最大,其次为效果评价,目标评价和社会影响评价关联度偏小,达到预期目标的程度并不理想,需要进一步完善;在目标层中,过程评价关联度最大,表明工程的过程评价结果较好,实际与预期目标最为接近;综合评价关联度最小,表明实际情况与预期目标差距较大,需要进一步完善改进。针对该项目整体关联度为0.724 0,评价结果良好,但还需要进一步改善工程运行状况。Water-saving irrigation is an effective way to solve the contradictions of the“water and field”in our country.The vast but there was a terrible shortage of water resources of western region,in order to improve the effective utilization of water resources,the construction of a large number of water-saving irrigation projects,but the post - evaluation work has not been carried out in a timely and effective way to find out the shortcomings of the irrigation projects and make an improvement.Taking the irrigation projects of Fenyang city,Shanxi Province from 2005 to 2013 as an example,conduct post-evaluation in accordance with national standards and norms.The grey relational degree method was used for post-evaluation on the basis of improving the post-evaluation index system and evaluation content.And the results pointed that in the system layer,the correlation degree of the construction implementation evaluation is the largest,followed by the effect evaluation.The correlation degree of the target evaluation and social impact assessment is relatively small,and the degree of reaching the expected target is not ideal,which needs to be further improved.And then,in the target layer,the correlation degree of process evaluation is the largest,which indicates that the process evaluation result of the project is better,and the reality is the closest to the expected target.The comprehensive evaluation has the smallest correlation degree,which indicates that the actual situation is far from the expected target and needs further improvement.In the index layer,the completion status of the index can be determined by the correlation coefficient,and then targeted improvement can be made,and scientific basis can be provided for the projects under construction and planned construction.At last,for this project,the overall evaluation result is good,but the project operation condition needs to be further improved.
