摘 要:交通运输治理体系和治理能力现代化,是建设交通强国的应有之义,更是建成交通强国的根本保障。改革开放四十年来,我国交通运输治理体系逐步健全,治理能力不断提高,但综合交通运输法治体系尚不完善,政府与市场关系仍需进一步理顺,社会参与治理的机制尚不健全,交通运输治理体系和治理能力仍难以适应经济社会发展需要。面向建设交通强国的宏伟目标,要推进交通运输法律法规系统、行政管理系统、市场经济系统、社会组织系统建设,形成法治框架下政府、市场、社会多方共治的现代化治理格局,推动实现交通运输治理体系和治理能力现代化。The modernization of transportation system and capacity for governance is not only a requirement but also the solid foundation for building China's strength in transportation.Because of reform and open, China's transportation system and capacity for governance are consistently improving,but there are still weaknesses,such as the imperfection of the comprehensive transportation rule of law system,the irregular relationship between government and market,and the unsoundness of the mechanism involving social participation in governance,when comparing to the need of the country's economic and social development. For the magnificent target of building China's strength in transportation,the modernization of transportation system and capacity for governance must be realized,including the construction of systems of laws and regulations,administrative management,market economy and social organizations,and under the rule of law, the modernized multi-party governance should be well established.
