中央扶贫资金投入的减贫效应与益贫机制研究

摘　　要：文章基于向量误差修正(VEC)模型,实证分析了我国1986—2017年中央扶贫资金投入的减贫效应。研究发现,从长期来看,中央扶贫支出不仅能直接减少农村贫困,还能通过促进经济增长间接减贫;但在短期内,中央扶贫支出的直接与间接减贫效果均不显著。此外,中央扶贫支出对农村贫困和经济增长均具有长期正向影响,且贡献度较大并在逐年递增。由此可见,将中央扶贫资金投入当作减少我国农村贫困的重要手段具有合理性。This paper analyzes the poverty alleviation effect of the central poverty alleviation fund in China from 1986 to2017 based on vector error correction(VEC) model. The research shows that, in the long run, the central poverty alleviation expenditure can not only directly reduce the rural poverty in China, but also indirectly reduce poverty through promoting economic growth; however, in the short term, the direct and indirect poverty reduction effects of central poverty alleviation expenditure are not significant. In addition, central poverty alleviation expenditure has a long-term positive impact on rural poverty and economic growth, and its contribution is large and increasing year by year. Therefore, it is reasonable to regard central poverty alleviation funds as an important means to reduce rural poverty in China.
