摘  要:目的了解广西百色市县级卫生监督机构人力资源配置情况,并对其进行公平性研究,为基层卫生监督机构合理配置人员提供科学的理论基础。方法通过国家《卫生和计划生育监督信息平台》及现场调查等方式收集2013-2017年广西百色市12个县级卫生监督员人力资源数据,查阅《广西统计年鉴》获取该区域人口及地理信息等资料,采用基尼系数和集中指数评价监督员分布的公平性。结果2013年卫生监督人力资源按人口分布的基尼系数为0.2536,2014-2017年均小于0.2,公平性好;2013年卫生监督人力资源按地域面积分布的基尼系数为0.3377,2014-2017年均小于0.3,公平性相对较好;2013-2017年卫生监督人力资源按经济水平分布的集中系数绝对值均小于0.2,公平性好;人力结构方面,2017年每万人口监督员数仅为0.36名,卫生监督年龄主要集中在30~50岁的中青年;预防医学与法律专业所占的比例为19.33%和6.00%;硕士和本科学历分别占2.00%和31.33%。结论卫生监督人力资源分布比较均衡,但卫生监督人员不足,人力结构不合理。建议在保持人员配置公平性的基础上,增加监督执法人员数量,逐步改善人力结构。Objective To observe the allocation of human resources in prefectural health supervision institutions inBaise,Guangxi province and to study the equity of such allocation,so as to provide a scientific theoretical basisfor rational allocation of personnel in health supervision institutions at primary level. Methods The data for thehuman resources of health supervision from 12 counties inBaise,Guangxi province from 2013 to 2017 were collected.The data source were the National Information Platform ofHealth and Family Planning Supervision as well as thefield investigation. After obtaining the population andgeographical information of this region from the GuangxiStatistical Yearbook,Gini coefficient and concentrationindex were used to evaluate the equity of the distributionof health supervisors. Results In terms of the populationdistribution,the Gini coefficient for the human resources of health supervision in 2013 was 0. 253 6. From 2014 to 2017,the Gini coefficient by each year was less than0. 2,which indicated favourable equity. In terms of area distribution,the Gini coefficient in 2013 was 0. 337 7.From 2014 to 2017,the Gini coefficient by each year was less than 0. 3,indicated relatively good equity. Interms of the distribution in different economic levels,the concentration indexes for the human resources ofhealth supervision from 2013 to 2017 were less than 0. 2,indicated good equity. In terms of human resourcestructure,the number of supervisors per 10 000 people was only 0. 36 in 2017,besides the supervisors weremainly middle-aged,aged from 30 to 50 years old. The health supervisors majored in preventive medicine andlaw accounted for 19. 33% and 6%,respectively. Those with master and bachelor degrees accounted for 2% and31. 33%,respectively. Conclusion The distribution of human resources for health supervision is relativelybalanced,but it is insufficient in numbers of the supervisors.
