协同治理理论视角下的城市扶贫路径探析

摘　　要：现阶段的城市贫困与原来以"三无人员"为主的城市贫困有所不同,贫困阶层变得更加复杂,贫困原因愈发多样,贫困问题呈现出复杂化、动态化、多维化等特征,这些都加剧了扶贫的难度。现有城市扶贫存在扶贫覆盖面狭隘、扶贫主体不到位、社区依托功能不充分、家庭权利贫困等问题,"协同治理"作为应对城市贫困的治理理论,引发了政府和社会的关注。城市扶贫本质上可以看作是协同治理的过程,通过顶层设计、扩展扶贫覆盖面、参与式扶贫、加强社区依托和增加家庭权利等路径助力城市扶贫、脱贫,促进公平正义。At present, urban poverty is different from the poverty of the originally dominated by" three non-personnel".The poverty-stricken classes have become more complicated, the causes of poverty have become diverse, and the poverty problem has become characterized by complexity,dynamics and multi-dimensionality.It has aggravated the difficulty of poverty alleviation.The existing urban poverty alleviation has problems such as narrow coverage of poverty alleviation, inadequate poverty alleviation, inadequate community support, inadequate family rights. " Collaborative governance"as a governance theory to deal with urban poverty has aroused the attention of the government and society.Urban poverty alleviation can be regarded as a process of collaborative governance.Promote poverty alleviation, equity and justice through top-level design, expansion of poverty alleviation coverage, participatory poverty alleviation, strengthening community support and increasing family rights.
