高校内部治理结构的差异化选择

摘　　要：从大学本质属性出发,分析了三种不同类型本科院校治理模式的现状与特征,以便于不同高校进行差异化选择。研究型大学,属于学术同行治理、政治治理、科层治理三者集合的治理模式,表现出底部沉重的院系治理结构特征,具有低密度集权的特点;教学研究型大学,也属于学术同行治理、政治治理、科层治理模式三者集合的治理模式,表现出权力结构居中,校、院两级博弈和均衡治理的特征,具有中密度集权的特点;教学型大学,属于政治治理、科层治理与企业化治理模式三者的集合,表现出权力上移,校级层面的上级治理特征,具有高密度集权的特点。Based on the university's essential attributes,this study analyzes the status quo and characteristics of three different types of undergraduate college governance models,so as to facilitate differentiated choices in different universities.Research-oriented universities belong to the integrated governance model of academic peer governance,political governance,and bureaucratic governance.They show the characteristics of the underlying faculty governance structure and the characteristics of low-density centralization.The teaching research university also belongs to the mixed governance model of academic peer governance,political governance and bureaucratic governance,which shows that the characteristics of the mediated power structure,university-department game and balanced governance,as well as the medium-density centralization of power.The teaching-oriented university belongs to the integrated governance model of political governance,bureaucratic governance and corporate governance,shows the characteristics of upward shift of power,the superior governance at the university level,and with high density of power centralization.
