国际发展视域下的“一带一路”基础设施建设

摘　　要：习近平主席提出的“一带一路”倡议是我国国际发展合作的靓丽“名片”,其中以基础设施投资和建设最具特色,2015年底成立的亚洲基础设施投资银行(简称“亚投行”)也成为配合这一倡议实施的重要融资平台。但是,亚投行的成立和“一带一路”建设也受到了西方一些人士无端的非议。如何在国际发展体系中精准认识这种非议,从而更好地推进“一带一路”基础设施投资及相关国际发展合作,作者从以下三个方面给出建议。The Belt and Road Initiative was proposed by Chinese President Xi Jinping.With infrastructure investment and construction as the biggest highlight,the initiative has become an eye-catching "calling card"of China in cultivating global development partnerships.In response to the initiative,Asian Infrastructure Investment Bank (AIIB) was founded as a key financing platform at the end of 2015.However,the establishment of AIIB and the implementation of the Belt and Road Initiative have incurred some groundless criticism from the Western world.How can we put the groundless criticism into perspective under the context of global development system so as to advance infrastructure investment and relevant global development cooperation under the Belt and Road Initiative in a better way?The author offers his advice on three aspects.
