摘　　要：本文在全国海洋牧场发展的背景下,分别阐述了天津市海洋牧场的发展内涵、发展思路、实践历程及今后的展望等内容。旨在将我国海洋牧场的发展历程与天津海洋牧场的实践历程进行比较研究;结合天津海洋牧场的发展特点,分析海洋牧场的基本建设原理与天津海洋牧场具体建设情况的区别,重点探讨了天津市海洋牧场建设的具体发展思路以及面临的问题。本文通过展望天津市海洋牧场的建设,以期为推动渤海湾海洋开发方式向循环利用型转变,构建陆海协调、人海和谐的海洋空间开发格局,及其为加快实现天津"一基地三区"的定位、全面建成高质量小康社会、开创美丽天津建设新局面提供有力支撑。现代海洋牧场是一项长期、复杂、科学的系统工程,需要社会各界的高度重视与广泛关注。With the development of marine ranching in China,this article reviews the development of connotation and ideas,practice courses and future prospects on Tianjin marine ranching.The development process of marine ranching in China is compared with the practice of marine ranching in Tianjin. Combined with the development characteristics,the basic construction principle and the specific construction situation of Tianjin marine ranching were analyzed.The specific development ideas and problems in the construction of Tianjin marine ranching were discussed.Through the construction of Tianjin marine ranching,the ocean development mode of Bohai bay can be promoted.A harmonious marine spatial development pattern of land and sea will be built,thus speeding up the construction of "one base three districts"in Tianjin for the purpose of the construction of a well-off society with high quality and beautiful Tianjin.Modern marine ranching is a long-term,complex and scientific system engineering, which needs high and extensive attentions from all walks of life.
