摘  要:经过梳理英国大学科研绩效评估体系的历史沿革,深入分析从科研选择评估到科研水平评估,再到科研卓越框架的变迁路径,重点探讨了多学科融合与评估对象变化、质量和价值诉求与评估标准变化以及客观可信诉求与评估方法变化等内在机理。提出强化并完善我国独立第三方的大学知识生产绩效的评估体系、进一步完善大学知识生产绩效评估与财政资助之间的联系机制、重视大学知识生产的社会经济效应评估、建立并完善大学知识生产绩效的分类评估体系以及以定量评估为主线逐步完善我国的大学科研绩效评估体系。The research performance evaluation system of scientific in UK universities is currently the world's most perfect system for knowledge production organizations.This paper has sorted out the history of research performance evaluation system in UK universities and made an in-depth analysis of the transitional path and internal mechanism of Research Selectivity Exercise (RSE),Research Assessment Exercise (RAE) and Research Excellence Framework (REF).By comparing the development of assessment content, assessment subject,assessment index and reference mode,the paper puts forward suggestions on improving China's own performance evaluation system:strengthen and perfect independent third party of the evaluation system for university knowledge production,further improve connection between research performance evaluation system and financial assistance,put emphasis on evaluation system of social economic effect, establish and perfect classifying-evaluation system and gradually optimize China's performance evaluation system of scientific research with quantitative evaluation as the main line.
