供给侧结构性改革背景下欠发达地区金融风险防范的思考——以广西河池市为例

摘　　要：推进供给侧结构性改革是解决重大结构性失衡和建设现代化经济体系的核心任务。随着供给侧改革政策的深入实施,会催生一定的企业风险并向金融业传导,并对现有的经济结构和金融运行模式造成一定的冲击,可能形成金融风险。本文基于供给侧改革背景,对广西河池市近年来的经济发展情况、改革背景下金融支行地方经济状况等进行了分析,对河池市推进金融供给侧改革所面临的风险进行研究,研究发现:相对于发达地区来说,欠发达地区“去库存”、“去杠杆”等压力相对不大,容易产生风险的环节在“去产能”过程中,主要的风险类型为企业优化重组、关停落后产能所伴随的银行信贷资产安全等。最后结合全国共性问题和欠发达地区的具体情况,提出了防范风险的建议。Promoting the supply -side structural reform is the core task of resolving major structural imbalances and building a modern economic system.With the in -depth implementation of the supply-side reform policy,certain enterprise risks will be generated and transmitted to the financial industry,which will have a certain impact on the existing economic structure and financial operation mode,which may form financial risks.Based on the supply -side reform background,this paper analyzes the economic development of Hechi City in Guangxi in recent years and the local economic situation of financial sub -branches under the reform background,and studies the risks faced by Hechi City in promoting the reform of financial supply side.The research finds :In developed regions,the pressures of "de-stocking"and "de-leveraging"in underdeveloped regions are relatively small,and the risk -prone links are in the process of "de-capacity".The main types of risks are enterprise optimization and restructuring,and shutting down backward production capacity.The accompanying bank credit assets are safe.Finally,in combination with the national common problems and the specific conditions of underdeveloped regions,suggestions for preventing the risk of supply-side financial reform are put forward.
