摘 要:根据《信访条例》“属地管理、分级负责”的原则要求,大部分信访问题最终被分解到基层乡镇,并要求解决在乡镇,关键就是要将问题化解在萌芽状态。解决基层乡镇信访问题,对做好信访工作,促进社会和谐稳定,加快全面建成小康社会,具有重要的理论和实践意义。本文以问卷调查和访谈的方法对广东省Z市G镇展开调研,通过大量访谈素材和典型个案,梳理总结G镇信访工作的开展现状、主要做法和实践逻辑,剖析面对的困境:信访涉及的领域不断扩大、非正常上访增多影响镇政府正常运作、由信访而产生的逐级下压的维稳压力和“属地管理”原则的制约等,并从信访工作机构的组织建设、加强人力资源、信访调处措施的执行力度、多部门间的合力建设四方面,对完善基层乡镇信访工作体制机制、提高工作效能以突破现实困境提出改善路径建议。As required by the rule of "Administered Locally, Responsibility Borne Level by Level" set forth in the Regulations on public complaints and proposals, most public complaints and proposals are ultimately dissolved to grassroots township and town levels, and are required to be solved there, wherein the key is to eliminate the problems when they just appear. Properly solving public complaints and proposals at grassroots township and town levels is of great theoretical and practical significance to realize proper handling of public complaints and proposals, improve social harmony and stability and accelerate the building of better-off society. Research and survey have been done in G Town of Z City by means of questionnaire and interview, a huge amount of interviews and typical cases have been collected to sort out and conclude the currentstatus, key practice and practical logic of the handling of public complaints and proposals in the town, and the existing dilemmas have been analyzed, namely: the domains involved in public complaints and proposals keep expanding, abnormal complaint visits are increasing and have affected the town government’s normal operation, the stability maintenance pressure arising from public complaints and proposals that is imposed downward level by level, the restraint by the rule of "administered locally", etc., and the essay also provides advice on path improvement from four aspects, i.e. organization and building of working organs, strengthening enforcement of human resource measures and measures for investigation and handling of public complaints and proposals, and building of synergy among departments, in order to improve the mechanism at township and town levels for handling of public complaints and proposals and heighten working performance so as to find ways out of the existing dilemmas.
