域外安全社区建设的主要做法与经验借鉴

摘　　要：域外安全社区理念包含了吸收多元社会力量参与、增进风险应对的针对性以及实施全流程的监测与评估等丰富的内容。来自域外的多个国家和地区的安全社区建设,从风险的源头防范和治理,现状数据的摸排和分析,治理框架的多方参与,到重点人群具体风险情况的确定,积累了较为成熟的实践经验,对推动我们国家的安全社区建设具有积极的借鉴意义。当前我国的安全社区建设要着力于建立健全安全风险数据信息的收集和分析系统,增强对社区居民现实风险状况的了解和把握,通过在社区确立一个广泛参与、有效协商的治理平台,充分吸收居民、社会组织等各类社会主体参与到安全计划的制定和执行,形成贴近实际、落脚基层、广泛参与、多方协同的安全社区运行机制。The safe community concept abroad embodies such abundant contents as absorbing diversified social forces,improving relevance of risk countermeasures and implementing full-process monitoring and evaluation, etc.Relatively mature experiences of practice have been accumulated in safe community building in a number of foreign countries and regions in terms of risk prevention and control from the root,investigation and analysis of current status statistics,muti-participation in the governance framework,and determination of detailed risks of focused groups of people,etc.,which experiences are meaningful for positive reference during China's safe community building.At present,the focus of safe community building efforts in China shall be placed on establishing and improving security risk data and information collection and analysis systems, getting a better understanding and command of actual risks facing community residents,building a governance platform involving extensive participation and effective conciliation in each community to fully absorb various types of social parties,for instance,residents and social groups,to take part in development and enforcement of security schemes,and thus form a safe community operation mechanism that is realistic and grassroots-based,and that incorporate extensive participation and collaboration from various parties.
