摘　　要：以"大健康"理念与健康中国战略为政策依据,在调查研究的基础上剖析齐齐哈尔市将健康理念融入政府决策过程中所存在的创建意识、领导组织、法律制度、协调机制等问题,充分揭示健康影响因素,宣传健康理念。提出具体实施路径如下:建立行动组织、制定行动规划、完善法律制度、部门联动、责任对接、政策评估、危害因素屏蔽、追踪问责及提高全民健康素养等。相关部门应主动干预健康的四大危害因素并规范的具体措施。To analyze on the basis of research and investigation, the topic was based on the concept of Big Health and the strategy of Healthy China, analyze the problems of Qiqihar’s integration of health concepts into the creation consciousness, leadership organization, legal system and coordination mechanism of government decision-making. It fully revealed the factors affecting health, publicized the concept of health; proposed the establishment of action organization, formulating action plan, improving legal system, department linkage, responsibility docking, policy evaluation, hazard shielding, tracking accountability and improving health literacy for relevant departments actively intervene the four major hazards of health. The topic gave an organic integration of the research system and mechanism.
