摘 要:采用2004—2015年的省级面板数据,构建并测度中国30个省份的共享发展指数,检验财政转移支付通过扭曲政府支出偏好进而影响共享发展机制。研究表明:转移支付对共享发展具有促进作用,但由于扭曲了地方政府支出偏好,这种促进作用会随着转移支付的增加逐渐减弱;财政压力较大的西部和中部地区,转移支付恶化了政府支出偏好,但在东部地区,较少的转移支付改善了政府支出偏好;专项转移支付恶化了政府支出偏好,一般性转移支付对政府支出偏好的扭曲效应不明显。因此,转移支付促进共享发展的关键在于改变政府的支出偏好,激励地方政府提升促进共享发展的能力,依靠更有效的制度安排引导与保障共享发展目标的实现。Using China’s provincial panel data during 2004 to 2015,this paper constructs and measures the shared development index of 30 provinces in China,and further examines the impact of transfer payment on shared development by distorting government preferences. The results show that transfer payment promotes shared development,but the promotion gradually weakens as transfer payment increases due to its distortion on government expenditure preferences. In western and central regions of China,transfer payment deteriorates government expenditure preferences because of great fiscal pressure in the regions. However,in eastern regions of China,government expenditure preferences can be improved by comparatively less transfer payment. Special transfer payment deteriorates government preferences,while the effect of general transfer payment on the preference of government is not significant. Therefore,the key for transfer payment to promote shared development is to change the preference of government expenditure,encourage local governments to enhance their ability to improve shared development,and rely on a more effective institutional arrangement to guarantee the success of shared development.
